At this moment, yes.
If you get a meter, you should have enough for both the drive wheels.

With an articulated arm system like Morgan, your movement resolution is inportant. The finer the motor movement, the smaller the steps, and the better the print quality. 400 with 32uStep is the cheapest way to improve resolution.
They will work, but I would recommend getting two of the DRV8825 high current stepper drivers, in order to get the 32th uStepping on at least the motors for the arms. You can use the 1.8 deg motors on Z and extruder with no problem, and i have them on the first Morgan… They do work.
I prefer the 0.9 deg motors for the arm though.

It does not matter. The thread in the rod will be used in it primary design purpose, and that is to fasten stuff together. I use the course thread on mine.
It is a omission. This has been fixed in the working document, but I will have to update the PDF.
I use T2.5, and the smallest pulley I could get, but GT2 would work fine as well. The actual size is not critical, but get the smallest you can get to optimise the drive ratio.
Everything gets set up in initial calibration.
Main reasons are Cost and availability. When I build my first machines nobody thought about using 400 because 200 is good enough. People are now bringing in 400 in limited quantities, but if you get it at the same price, it should be fine, especially for the Z-axis that is quite quick at the moment after the drill bit lead screw update.

The kit is actually very well priced. I could not buy al the components for the same price – bulk buys actually work…
Printed plastics alone should be about R500 plus shipping.
On Morgan master it should be 175mm between the rods. Di you go for 8mm or 12mm rods? 12mm is 195mm between the rods.
Morgan lite is 160mm.
